ABSTRACT

In the October of 2023，the national conference on propaganda and ideological work formally proposes and systematically expounds Xi Jinping's cultural thoughts which marks a new height of the development of socialist culture with Chinese characteristics and the CPC's confidence in history and culture. Regarding the implementation of Xi Jinping's cultural ideas and important instructions for Shanghai's cultural construction, Shanghai proposes to “create a model of cultural confidence and selfimprovement”, and to build the best site for the practice of Xi Jinping's cultural ideas，which is the mission and responsibility that Shanghai must undertake as an international cultural metropolis，and is mutually shaped with the construction goals of a socialist international cultural metropolis.

This year's report is divided into three parts：“general report”，“focal points”and “wide-ranging views”. The “General Report”is a mid-term evaluation of the implementation of “The 14th Five-Year Plan for the Building of Shanghai as a Socialist International Cultural Metropolis ”, objectively evaluating the developing goals，main indicators，key tasks, plans and projects，policies and measures，and other aspects proposed by the “Plan”. It also analyzes the main problems in the implementation of the “Plan ”, and puts forward corresponding suggestions and measures to provide intellectual support for the comprehensive completion of the goals and tasks of the 14th Five Year Plan and the enhancement of urban cultural soft power. The part of “Focal Points”mainly concerns with the frontiers and innovative practices of Shanghai's cultural and tourism industry in the digital era，including the changes and possibilities of the tourism industry with ChatGPT technology, Shanghai's cultural contributions in shaping modern urban civilization，the development path of Shanghai's cultural and creative industry of metaverse, the establishment of IP Shanghai in the digital era，the strategic thinking and communicative practices in the cultural and tourism industry in the intelligent media era，and the current situation and developing trend of Shanghai's digital cultural industry.“Wide-Ranging Views”is about the indepth thinking or systematic analysis of major issues related to the development of Shanghai culture in 2023，including the inheritance and innovation of Shanghai's red-cultural resources，the promotion of highquality urban development through humanistic economy，the path of the deep integration and development of Shanghai's cultural and tourism industries，the current situation of Shanghai's construction as a worldrenowned tourist city，cultural and creative areas and Shanghai's urban renewal，strategies of Shanghai's urban renewal, the inheritance and promotion of Shanghai's industrial culture，the reconstruction of Eastern life aesthetics.
