Abstract

At present,our country's economy has been developed from rapid growth stage to high quality development stage,small and medium-sized enterprises (SMEs) play an irreplaceable important role in promoting employment and increase their income,a stable domestic demand,maintain industry chain supply chain security aspects.It is a new force for building a new pattern of development in the new era,building a modernized economy and promoting high-quality development.

Since the COVID-19 outbreak,Chinese SMEs have faced unprecedented pressure and challenges.At the international level,the global outbreak continues to spread,geopolitical conflict and turmoil in financial markets,the digital economic development is not balanced,"desinification" policy,unilateralism and trade protectionism and other problems mount,SMEs especially foreign trade type enterprise external environment situation is not optimistic.Expand exports and corporate globalization operation faces many difficulties and risks.At the domestic level,although China has increased policy support for SMEs and the development environment for SMEs has been greatly improved,SMEs are still faced with many problems such as low development ability of"specialization and innovation",difficult financing and expensive financing,high comprehensive cost,and difficulty in digital transformation.

Under the comprehensive influence of the above factors,Chinese SMEs will continue to slow down in 2020.In the fourth quarter of 2020,the SMEs Development Index was 87.0,which had risen to the highest point since the first quarter of 2020,but still failed to reach the level of 2019.In December of 2020,the PMI of medium-sized enterprises was 52.7 percent,running above the business climate range of 52 percent.The PMI of small enterprises was 48.8%,falling below the line between expansion and contraction.Compared with November of 2020,the proportion of small enterprises reflecting high raw material cost,logistics cost and labor cost increased by 5.0,4.6 and 1.5 percentage points respectively.The operating cost of small enterprises increased,and their profit space was squeezed to a certain extent.

In the face of the grim situation at home and abroad,under the leadership of the Communist Party of China (CPC) Central Committee with Comrade Xi Jinping at its core,the whole country has mobilized,deployed and strengthened prevention and control of the epidemic.In order to better business environment lighten the burden of micro and help rescue SMEs,all departments resolutely implement the central"six stable"and"six protect"work requirements,return to work and production,and actively promote SMEs to speed up the implementation of the enterprise policy,intensify tax cuts JiangFei,deepening the reform of"pipes",play the policy"combination".

The Fifth Plenary Session of the 19th Central Committee of the CPC proposed that the focus of economic development should be on the real economy,the development of modern industrial system should be accelerated,the optimization and upgrading of the economic system should be promoted,the domestic circulation should be unblocked,and the domestic and international double circulation should be promoted.These important arrangements have pointed out the direction and provided fundamental guidance for the development of SMEs during the"14th five year plan"period.

In order to comprehensively grasp the development trend of Chinese SMEs in 2020,summarize and judge a series of major problems in the field of SMEs,China Industrial Control System Syber Emergency Response Team (CICS-CERT) compiled the"SMEs development report (2020—2021)"on the basis of long-term follow-up research on Chinese SMEs.The book is divided into five parts:general report,thematic articles,policy and regulation articles,hot topic articles,appendice.It makes an in-depth study on the development of Chinese SMEs in 2020 from multiple perspectives,including the overall domestic and foreign environment faced by SMEs,the overall situation of SMEs,foreign cooperation,informatization,financing,and"innovation and entrepreneurship",as well as "specialization and innovation",industrial chain transfer,policy support,innovation and entrepreneurship.The hot topics of COVID-19 impact on SMEs and other hot topics were discussed,and in-depth analysis was made on transformation and upgrading,technological innovation,management innovation,digital intelligence,etc.

Facing the great changes unseen in the world in a century,looking into the future,China will adhere to the combination of optimizing the development environment and improving the service system,and the combination of improving the graded cultivation of high-quality SMEs and solving outstanding problems,so as to constantly stimulate the vitality of market subjects and promote the high-quality development of SMEs.We will continue to optimize the development environment for SMEs by upholding policies that benefit enterprises and providing services to them.We will promote the implementation,elaboration and implementation of existing policies,improve the service system for SMEs that combines government public services,market-based services and socialized public welfare services,and enhance their sense of gain.Focusing on digital empowerment,promoting the development of "specialization and innovation" of SMEs.Strengthen the construction of SMEs'professional ability,and create"specialized and innovative"small giant enterprises and individual champion enterprises.We will promote integrated innovation among large,medium and small enterprises,and establish a new industrial innovation ecosystem featuring innovation synergy,capacity sharing,and supply chain connectivity.
