2.2　Safety Operation

2.2.1　A safety production management system shall be formulated，and a safety production responsibility system established and carried out in the power station.

2.2.2　In the handling of accidents，the principle of no tolerance of accidents without clear identification of causes，the person responsible for the accident untreated，unimplementation of rectified measures or relevant people without drawing any lessons shall be adhered to.

2.2.3　An emergency mechanism shall be set up，and an emergency plan，which shall be submitted to the relevant department for approval，shall be compiled on account of major hazard sources in the power station and the requirements of competent authorities.Training and emergency response drills shall be carried out regularly.

2.2.4　On-site safety inspections shall be carried out according to the requirements of the safety inspection system of the power station.Any safety problems discovered shall be resolved during the inspections.Any unsolved problems shall be reported to the relevant responsible person promptly，and prevention and control measures shall be formulated.Inspection and rectification shall be recorded and archived.

2.2.5　Safety Day activities of the power station shall be regularly organized and well recorded.

2.2.6　Safety production trends of the power station shall be analyzed，accident lessons and weak link of production management summarized as well as preventive measures formulated.

2.2.7　Training on safety shall be arranged as a part of the annual education and training plan of the power station and strictly implemented according to this plan.

2.2.8　The equipment and facilities in the power station shall be named，numbered and identified according to relevant stipulations.

2.2.9　A work sheet or telephone verbal order shall be required for working on high voltage（HV）equipment.Only two or more people can work on the HV equipment，and organizational and technical measures for guaranteeing safety shall be done well.

2.2.10　For switching operation，switch opening and closing with load，switch closing with ground wire（earth switch），ground wire articulation（earth switch closing）with power，circuit breaker closing in error and wrong entry to HV compartments shall be prevented.After electrical equipment has tripped，it shall not be switched on for operation before the cause has been found.

2.2.11　Power stations shall be prepared for fire and explosion work，and equipped with fire protection equipment according to relevant stipulations，which shall be inspected and changed regularly in order to ensure they are intact and qualified.

2.2.12　Safety equipment and tools shall be equipped，kept and stored and tested regularly according to the stipulations.Protective clothing and requisites for workers shall be available，inspected and used in accordance with relevant stipulations.

2.2.13　A safety agreement shall be signed for the contracted works between the power station owner and the contractor.Before the contractor enters the site，the overhaul management files compiled by the contractor shall be reviewed and safety training carried out by the power station.Only staff passing exams may enter the overhaul site.The contractor's special on-site operation workers shall have valid qualification certificates，and the equipment and meters they use shall meet relevant safety and technical stipulations.

2.2.14　The operational water level of hydraulic structures，rising and falling speed of the reservoir water level and live load shall meet the design requirements，and be operated and managed according to the reservoir operation dispatching.
