3　General Provisions

3.0.1　This standard is worked out for the purpose of strengthening electrical power construction quality management，improving the construction quality level，unifying the basic requirements for construction quality acceptance standard and project quality evaluation of electric power project.

3.0.2　Construction quality acceptance of thermal power project shall be carried out according to the inspection batch，subitem project，subsection project and unit project.The construction quality acceptance only has the quality class of“qualified”，when nonconformance occurs，implement article 4.1.12.

3.0.3　For the projects with the objective of creating quality project，project quality evaluation shall be carried out.

3.0.4　The project quality evaluation shall be carried out according to three stages of individual project，single unit and overall project.

3.0.5　The individual project quality evaluation shall be carried out after the construction quality acceptance of all contained unit projects are qualified，the project technical documents are collected and sorted out；the evaluation shall include all the work contents before 168h full load trial run.

3.0.6　Single unit quality evaluation shall be carried out after completion of all single projects quality evaluation of this unit and the unit 168h full load trial run，and the supporting environmental protection projects are put into normal operation.Utility system is included into evaluation of the first unit.

3.0.7　Overall project quality evaluation shall be carried out after completion of all the single unit quality evaluation，unit performance test and project files evaluation of this project.
