3 Urban Distribution Network Plan
3.1 Basis,Years,Content,and Profundity of Plan
3.1.1 Urban distribution networks shall be planned to suit the urban economic and social development plan,regional power network development plan,and applicable national and industrial standards.
3.1.2 The planning of a distribution network shall cover a period consistent with urban economic and social development plan.A short-term plan should cover 5 years,medium-term 10 years,and long-term 15 years and over.
3.1.3 HV,MV and LV distribution networks should be separately planned,and the coverage of the plans shall be seamless.Short-term,medium-term and,if necessary,long-term plans shall be developed for HV distribution networks.Short-term plans are mandatory,and medium and long-term plans are optional for MV and LV distribution networks.
3.1.4 The distribution network planning shall be based on the prediction of loads in the planned region and assessment of capacity of the regional network.The planning of a distribution network at various stages should meet the following provisions:
1 In short-term plans,the major problems existing in distribution networks should be solved.The power supply capacity,quality and reliability shall be improved through network construction,modification and adjustment.New-built,modification and adjustment projects and their investment estimation for each year shall be proposed to provide basis and technical support for annual construction plans of distribution networks;
2 The medium-term plans should be consistent with the regional transmission network development plan,and commensurate with short-term plans.Special attention shall be paid to the selection of appropriate network connection methods to achieve gradual transformation from current networks to target networks and provide basis and technical support for early preparation of distribution networks;
3 The long-term plans should be coupled with the city's economic and social development plans and the regional transmission network development plan.The focus shall be placed on the research of urban power source structures and network layouts,and substation sites and line corridors shall be properly determined to provide technical support for reservation of land and corridors of power facilities for urban development.
3.1.5 Distribution network plans shall draw on domestic and overseas advanced experience.Their contents and profundity shall comply with the national standard GB 50293 Code for Urban Electric Power Planning.The plans shall cover energy conservation,environment impact assessment and economic evaluation.
