1　General

1.0.1　This code is developed to better implement the nation's power policies for planning and design of urban distribution networks，for the purpose of improving reliability and cost-effectiveness of urban power supply and ensuring power quality.

1.0.2　This code applies to planning and design of prefecture-level and above urban distribution networks rated 110kV and below.

1.0.3　The planning and design of urban distribution networks shall comply with the provisions below:

1　Follow the applicable national laws and regulations，suit the urban economic and social development and the planning of regional power networks；

2　Satisfy the power demand for urban economic growth and social development；

3　Reasonably configure power sources and improve adaptability and capability of power networks to withstand incidents and natural disasters；

4　Actively employ proven and reliable new technologies，equipment and materials to promote innovation in distribution technologies to provide better services for the power market and create better social benefits；

5　Promote distribution technical progress to ensure reliable，flexible，energy-saving，and environmentally-friendly urban distribution，with properly balanced short-term and long-term planning，uniform design criteria and decent proactive design.

1.0.4　In addition to this code，other related standards in force shall be observed in the planning and design of urban distribution networks.
