Ⅳ Disposal of JACW in China

China continued to facilitate and assist the Japanese government inJACW disposal based on the CWC and decisions of its Executive Council(EC), the Memorandum of Understanding between the Government of the People's Republic of China and the Government of Japan on the Destruction of Japanese Abandoned Chemical Weapons in China signed in July 1999 and the Memorandum of Understanding between the Government of the People's Republic of China and the Government of Japan on the Destruction of Japanese Abandoned Chemical Weapons in China after April 29,2012 signed in April 2012.

As the territorial state and in a constructive position, China has exerted great efforts to promote the disposal of JACW and bears substantial political and social pressure, including agreeing to destruct JACW within its territory, which manifests its flexibility and cooperation to the maximum extent. Unfortunately, Japan, in the 82ndSession of the OPCW Executive Council held in July 2016, made it clear that it could not complete the phased target of JACW destruction in 2016 in accordance with the decisions adopted by the 67th Session. China expressed grave concern over this issue since this is the third overdue action of Japan following that in 2007 and 2012. China urges Japan to reach agreement with China in terms of the follow-up destruction plan by the end of 2016 as early as possible, and requests the EC to continue paying attention to the negotiation progress between China and Japan on the destruction plan.

As for the destruction of JACW, in 2016, China supervised and assisted Japan to continue the JACW destruction in Harbaling and the mobile destruction in Shijiazhuang with a total of 6,384 items of JACW destructed, of which 6,118 were in Harbaling and 266 in Shijiazhuang.

As for the excavation, recovery and verification of JACW, in 2016, China supervised and assisted Japan in 8 projects of excavation, recovery and verification of suspected JACW newly discovered or stored in Taiyuan, Dunhua, Hunchun, Jiamusi, Shangzhi, Shijiazhuang, Feicheng, Nanning and Fangchenggang, during which a total of 294 pieces items of JACW were verified and recovered.

As for the transportation of JACW, from May 15 to June 1,2016, based on the agreement reached between China and Japan, China organized the safe and successful transportation of 222 non-fuzed shells of JACW to Shijiazhuang storage site, which were previously stored in Taiyuan of Shanxi. On August 23,2016, Japan entrusted to China the transportation of 79 JACW contaminants weighing 2,004.9kg total and temporarily storing in the temporary JACW storage site in Shouyang of Shanxi to the temporary CWs storage site in Taiyuan. In September 2016, China transported 326 items of JACW and 21 contaminants weighing 298.2kg to the temporary JACW storage site in Longjing from that in Hunchun of Jilin. On November 19-27,2016, China transported 8 JACW(3 barrels of yellow agents in bulk and 5 barrels of unknown toxicants)and 5 contaminants weighing 41.75kg the JACW storage site in Shenyang of Liaoning from Dalian temporary JACW storage site, and informed Japan of such information.
