Ⅲ On-site Inspections by OPCW

By the end of December 2016, China received a total of 467 OPCW inspections, of which 107 were related to JACW. These inspections testified that China had strictly fulfilled its obligations under the CWC.

China was inspected by OPCW 39 times in 2016. 8 were for facilities related to S2 controlled chemicals(in 1 inspection, on-site sampling and analysis were done),7 for S3 controlled chemicals,13 for S4 controlled chemicals and 11 for JACW.

Inspections on S2, S3 and S4controlled chemicals facilities were in Jiangxi, Tianjin, Shanghai, Ningxia, Jiangsu, Shandong, Zhejiang, Hubei, Jilin and Hebei, of which 9 were in Jiangsu,5 in Zhejiang,4 in Shandong,2 each in Hebei, Jiangxi, and Tianjin respectively and one each in Ningxia, Jilin, Hubei and Shanghai.

During these inspections, governments at both central and local levels together with inspected facilities provided positive cooperation and well-arranged logistics to ensure smooth inspection. In particular, despite of all difficulties, Chinese implementing authorities at all levels successfully received 5 consecutive inspections in 2016, enabling OPCW to greatly cut down its expenditure.
