On Xiongan New Area and the Road of China

Abstract: The traditional“5+2”special economic zones to free trade zones and Xiongan New Area undertake their different missions of early and pilot implementation in the different times and phases in China's reform and opening-up, and they are an institutional arrangement for the realization of national development strategy, a path selection for the realization of social transformation, a“shortcut”for the acceleration of realizing modernization and the exploration for and enrichment of the substance and connotation of China's road. Towards this development road, the economic growth poles in China have been formed, and meanwhile, the balanced development, harmonious development and integrated development have been gradually realized. From the perspectives of logical starting point and path selection of China's social reform and opening-up, uneven development is the predominant strategic choice. However, with more and more special economic zones, development zones, new areas and free trade zones established and the market economy generally established, the situations predicted by Williamson's reverse-U assumption are revealed, and to some extent, the establishment of Xiongan New Area proves such assumption. The establishment of Xiongan New Area is the dynamic integration of gradient development with Chinese style and the path selection of anti-gradient development, and it not only will practically verify that the path of combining the gradient development with Chinese style and anti-gradient development will have impressive institutional performances but also will interpret the peculiarity and creativity of China's road during the process of deepening the reform.
