1 General Provisions

1.0.1　The Design Specifications for Pole Line of Aerial Optical（Copper）Cable Communication Engineering is applicable to the design of communication aerial optical（copper）cable pole line engineering.

1.0.2　The engineering design shall be in compliance with the relevant laws and regulations，carry out the basic principle and policy of State capital construction，make rational use of resources，save the consumption of land，energy and raw materials，attach great importance to the protection of historical relics，natural environment and landscape.

1.0.3　It shall comply with The Stipulate of the Implement for National Defense Requirements in the Capital Construction of Transportations，Posts and Telecommunication if the engineering design is touching to the security of national defence.

1.0.4　The engineering design must ensure the overall communication quality of communication network，safety and reliability，economy reasonable.

1.0.5　The engineering design shall be compatible with city planing and communication development planning，the recent phase construction plan should be combined with the long-term development plan.

1.0.6　New constructions of pole line engineering should be complied with the principle of co-location and co-sharing，considered the requirements of numerous users，to be overall planing、joint construction、sharing of resources.And the pole line should not be constructed repeatedly on the same route.

1.0.7　Any other new pole line shall not be constructed When a existing telecommunication pole line had been built in this route and there have the vacant places where can meet the requirements of hanging optical（copper）cable；if there is no vacancy place for hanging new optical（copper）cable and the construction intensity can not meet the increasing optical（copper）cable load on the existing pole line，a technical reconstruction should be suited to meet the requirements of increasing optical（copper）cable.

1.0.8　The equipmens and materials which are used in engineering design shall chose the qualified products of meeting related national technical standards and having been identified by state authorized quality inspection department.

1.0.9　If there have any contradication between this specification and the latest national or professional relvant technical standards，the latest national or professional relvant technical standards should be performed.

1.0.10　Under the special circumstance，if it is difficult to implement some individual clauses of this Specification，explanation shall be fully provided and corresponding solutions should be proposed and submitted to the relevant department of in charge for examination and approval.
