Abstract

Energy is an important foundation for national economic and social development，and an important area that General Secretary Xi Jinping has always cared about. In the face of new changes in energy supply and demand patterns，new trends ininternational energy development，coordinated development of Beijing-Tianjin-Hebei，planning and construction of the Xiongan New Area，preparations for the Winter Olympics，and air pollution prevention and other new tasks，Hebei must accelerate the construction of clean，low-carbon，safe and efficient energy The system provides strong support for high economic and social development.

In order to comprehensively，objectively and systematically display the overall situation of energy development in Hebei Province and in-depth exploration of the path model of energy green and low-carbon development，State Grid Hebei Electric Power Co.，Ltd. Economic and Technical Research Institute and Hebei Academy of Social Sciences jointly wrote the Annual Report on Energy Development of Hebei （2020）. With the theme of “Energy promotes high-quality development during the 14th Five-Year Plan”，this book systematically analyzes the development trend of energy-related industries in Hebei since the “13th Five-Year Plan” from the perspective of the overall energy production and consumption and the entire chain of the energy industry. During the 14th Five-Year Plan，Hebei’s energy development situation is forecasted，and countermeasures and suggestions for promoting the transformation and upgrading of the energy structure and green and low-carbon development are put forward. The main content of the book includes four parts：general report，industry development，regional development and special research.

The general report of this book clarifies the phased progress，outstanding problems and facing situations of Hebei’s energy development since the “13th Five-Year Plan”，and puts forward countermeasures and suggestions for Hebei’s energy development during the “14th Five-Year Plan” period. The general report predicts that during the “14th Five-Year Plan” period，Hebei’s terminal energy consumption will increase steadily. By 2025，the total energy consumption will reach 380 million tons of standard coal，and the proportion of coal consumption will drop to about 66% year by year. The proportion of Natural gas and non-fossil energyconsumption will increase to 11% and 13% respectively，and the proportion of electricity consumption will increase to about 40%. The general report proposes that during the “14th Five-Year Plan” period，Hebei Province should strengthen the guiding role of energy industry policies，improve energy trading mechanisms，increase energy infrastructure construction，promote the development of renewable energy and the clean use of traditional energy，and continuously improve Hebei’s energy green Low-carbon development level.

The industry development chapter of this book，relying on a team of experts and scholars from the energy industry and research institutions in Hebei Province，focuses on the analysis and evaluation of the development status and existing problems of coal，oil，natural gas，biomass，power and renewable energy industries.The development situation of various industries in 2020 was prospected，and the goals，tasks and measures for the green and low-carbon development of energy industries were proposed.

The regional development chapter of this book analyzes the regional economic development status，power supply and demand situation，and power demand influencing factors of 11 districts and cities in the province，and predicts the power demand of each city during the “14th Five-Year Plan” period and puts forward relevant policy recommendations for power supply guarantee.

The special research chapter of this book analyzes the clean heating and energy consumption in rural areas of northern Hebei，the construction of new infrastructure in Hebei power enterprises，the development of the hydrogen energy industry，the waste incineration power generation market，the development of passive ultra-low energy buildings，New energy development and power grid security experience，carbon emission factors，energy structure and energy efficiency，clean energy system with electricity as the hub，digital transformation model and path of power grid enterprises，and application of key blockchain technologies in power grids，the status of the development of the energy internet industry，and various special studies have put forward relevant measures and suggestions that are practical.
