I Standardization of Court Informatization

The Supreme People’s Court，on the basis of summing up the past experience，has focused on strengthening the top-level design in 2019 and guiding the development of court informatization with a unified system and standard，so as to solve the problem of inadequate coordination among courts in different regions and at different levels which may lead to such problems as redundant construction，gaps and contradictions in systems.

The relevant regulations and standards on court informatization issued by the Supreme People’s Court all have a definite basis to ensure a comprehensive approach. On one hand，the Supreme People’s Court has implemented various arrangements. The Five-Year Plan for Information-Based Construction in People’s Courts （2019—2023） has been revised in accordance with Outline of the Fifth Five-Year Reform Program of the People’s Courts （2019—2023）. Benchmarking against the Five-Year Plan，the SPC has identified gaps with the expected goals，and focused on guiding the work in all aspects and making up for inadequacies. On the other hand，based on the index system of the Evaluation Report on the Construction of Smart Courts （2018） and the Third Party Evaluation Report on the Informatization of Chinese Courts （2019），the SPC has combined the internal and external aspects，responded to issues in a targeted manner and formulated work plans. Both Reports have taken Chinese courts at all levels as the object of assessment，and made analysis in a comprehensive and multi-dimensional manner from both internal and external perspectives respectively. The effectiveness and inadequacies of courts nationwide have been analyzed in terms of planning，providing leadership，networking，transparency，intelligence，and comprehensive guarantee. The Reports have described the current status of court informatization with objective data，and identified the focus for the next step. The Supreme People’s Court has fully drawn on the data of the assessments，and solved some problems and corrected certain errors pointed out in the assessments in terms of the top-level design，such as eliminating information “silos” and data barriers，making up for the inadequacies of smart services，and supporting strategic planning，project budgeting，system evaluation and systematic research and development. Meanwhile，taking solving practical problems as an opportunity，the SPC has carried out the overall design of the system and further enhanced the information-based system.

Among them，improvement of standards for informatization of the people’s courts can best represent the achievements made by the Supreme People’s Court in strengthening the top-level design. The system of standards for informatization of the people’s courts has become one of the important top-level designs of the informatization. The preparation of standards，as fundamental work，has provided regulations，rules and guidance for informatization. It could promote technical collaboration and provide support for information sharing，business collaboration and system integration. It could also help to establish the best order to ensure the overall orderly progress of informatization. In 2019，the Information Center of the Supreme People’s Court organized updating and upgrading of standards for informatization，completed 15 technical standards for applications （draft） such as the new Technical Requirements for 12368 Litigation Service Platform，thus improving the standard system，providing guidance to informatization，and combining preparation of standards for informatization with scientific and technological innovation projects.

Remarkably，the Supreme People’s Court has attached importance to scientific and technological innovation and theoretical summary in the process of informatization，and has issued relevant opinions and plans to promote informatization of the people’s courts to a higher level，driving the construction of smart courts from technical application to a higher level of technological innovation. The Supreme People’s Court issued the Guiding Opinions of the People’s Courts on Implementing Major Scientific and Technological Innovation Projects. The Management Office of Major Scientific and Technological Innovation Projects of the People’s Courts was put into substantive operation，completing the discussion and connection of the implementation plans of each project focusing on the system mechanism diagrams，and formulating the Framework Plan for Application of Breakthroughs and Achievements of Scientific and Technological Innovations of Smart Courts （2019） so as to guide the project research. The Supreme People’s Court also designed the requirement demonstration of the scientific and technological innovations of the People’s Courts during the “Fourteenth Five-Year Plan”，producing the Analysis and Research Report on the Requirements for Scientific and Technological Innovation of the People’s Courts during the “Fourteenth Five-Year Plan” and formulating its medium- and long-term planning.

Guided by the top-level design of the Supreme People’s Court，Chinese courts at all levels and in all regions have formulated specific action plans based on this benchmark，to ensure that the institutional arrangements at the national level were transmitted at every level and implemented.
