Abstract
The transformation of Japanese diplomatic strategy which is related with the comprehensive change of the diplomacy，security and other policy is the complex dynamic process，since the 1990s it began to the open of the second decade of the 21st century，the transformation of the Japanese diplomatic strategy has yet to be fully realized，which is still in the drifting.
