4.2　Technical Preparations

4.2.1　Lifting plan shall be covered in the construction execution plan.

4.2.2　Lifting method statement shall be developed，reviewed and approved in accordance with the requirements of the contractor′s in-house quality management procedures，and submitted to the owner and supervising contractor.For the outline of lifting method statement，see Appendix B.Qualifications of personnel responsible for the development，review and approval of lifting method statement shall be as specified in Table 1.

4.2.3　Lifting class may be determined based on the contractor′s in-house experience，resource，operation difficulty and lifting method，but shall not be lower than the requirements herein.

4.2.4　Where lifting conditions change，the method statement shall be revised or re-developed or have amendments developed.Such revision shall be reviewed and approved in accordance with the same procedure as the original one.

4.2.5　Approved method statement shall be communicated to the lifting operators with necessary clarifications，and such technical communications and clarifications shall be well recorded.
