3 Basic Requirements
3.0.1 An adequate design basis,a complete set of basic design data and environmental impact assessment report shall be provided for carrying out the sintering plant design.
3.0.2 The sintering plant location should be selected to be inside of the steel company,close to blast furnace and raw material blending yard.Many factors shall be considered,including terrain,engineering geology,hydrology,earthquake,environmental protection,historical flood elevation,meteorology,nature,ecology,social and economic environment,industrial traffic,regional economy and production requirements of steel company etc..
3.0.3 The sintering plant general lay-out plan shall have a smooth and compact process with utilization of terrain,land saving and reducing of earthwork volume,and whether or not to set aside an extra place for future development shall be considered according to the plan.
3.0.4 The scale of sintering plant shall be based on the available raw materials and shall be determined according to development plan of the company and blast furnace burden structure requirements for quantity and quality of sinter.Furthermore,a small amount of surplus(extra)capacity shall be considered.
3.0.5 The division of sinter machine scale shall be in accordance with the followings:
1 Large-scale:the sintering area is greater than or equal to 360m2for single sinter machine
2 Medium-scale:the sintering area is less than 360m2 and greater than or equal to 200m2 for single sinter machine.
3 Small-scale:the sintering area is less than 200m2 and greater than 180m2 for single sinter machine.
3.0.6 The suction area of single sintering machine shall not be less than 180m2 for newly construction and renovation of sintering plant.
3.0.7 Continuous travelling grate sinter machine shall be adopted for the large-scale and medium-scale sinter machines.
3.0.8 The sintering test shall be in accordance with the following stipulations:
1 For the general iron-bearing raw materials,only the sintering pot test which includes ore proportioning optimization test etc.shall be done;If there is existing experimental or production data of similar conditions,the test may be cancelled.
2 For the complex iron-bearing raw materials or materials without production proven and special process flows shall be adopted,the pilot plant test or industrial test should be carried out again on the basis of sintering pot grate test.
3.0.9 The sinter machine specific productivity shall be in accordance with the following stipulations:
1 When ulitizing iron ore fines equal to or more than 70%,the specific productivity shall be 1.35t/(m2·h)or greater.
2 When ulitizing iron ore concentrates more than 50%,the specific productivity shall be 1.25t/(m2·h)or greater.
3 When ulitizing schreyerite,limonite and siderite,the specific productivity shall be determined through test or based on actual production indexes.
3.0.10 The working system of sintering plant shall be designed as continuous working system.
3.0.11 The calendar availability of the sintering plant should be 92%~95%.
3.0.12 The advanced,reliable,safe,energy-saving and environmental friendly equipment shall be adopted in the sintering plant design.The specifications and performances of auxiliary equipment shall match(be adapted to)the production rate.
3.0.13 Second-hand sintering production equipment which is obsolete at home and abroad mustn't be adopted.
3.0.14 The waste heat recovery and desulphurization systems must be designed simultaneously with the sintering plant design.
3.0.15 Denitration system should be designed simultaneously with the sintering plant design,the system design shall comfirm to the national NOx emission standard.
3.0.16 The sintering raw materials which easily produce dioxin substances during sintering process shall not be selected.
