5.2 Responsibilities of Management Staff
5.2.1 The chief project management engineer shall fulfill the following responsibilities:
1 Specify staff distribution and responsibility,and manage routine work of the project management department.
2 Preside over the writing of the project management planning,and check the detailed rules for project management.
3 Examine the subcontracted project and the qualification of subcontractors,and propose comments and suggestions.
4 Inspect and supervise the performance of management staff.Coordinate and deploy personnel in accordance with the project progress,and replace the incompetent staff.
5 Preside over the management working meeting,issue the files and orders of the project management department.
6 Examine the commencement report,the construction design,the scheme and the plan submitted by contractors.
7 Audit accounts for project application and completion settlement.
8 Review and coordinate engineering variations.
9 Preside over or participate in investigation on project quality and safety accidents.
10 Mediate contract disputes between owners and contractors,settle claims,and verify construction duration extension.
11 Organize the writing of monthly reports of project management,periodic reports,specific reports and project reports on management.
12 Examine and approve the quality inspection and assessment documents of sub projects and unit projects.Examine the completion application of contractors;organize management staff to check the quality of projects to be accepted;and participate in the final acceptance of project construction.
13 File and arrange construction project management documents.
5.2.2 Representatives of chief project management engineers or deputy chief project management engineers shall fulfill the following responsibilities:
1 Take on management jobs assigned or transferred by the chief project management engineers.
2 Exercise part of the duty and power of the chief project management engineer in accordance with the authorization of the chief project management engineer.
5.2.3 The chief project management engineer shall not entrust representatives of the chief project management engineer and the deputy chief project management engineer with the following responsibilities:
1 Organize the stipulation of project management planning,and review detailed rules for project management.
2 Sign the verification statement for project commencement,application for project resumption,project suspension order,application for payment of construction project and inspection report of project completion.
3 Approve and sign project completion settlement.
4 Mediate contract disputes between owners and contractors,settle claims,and verify construction duration extenstion.
5 Arrange the staff in accordance with the project progress,and replace the incompetent staff.
6 Examine subcontracted projects and the qualification of subcontractors,and propose comments and suggestions.
5.2.4 Specialty project management engineers shall fulfill the following responsibilities:
1 Compile the profession-related detailed rules for project management.
2 Conduct the specific project management tasks.
3 Organize,instruct,inspect and supervise working of site supervisors with relevant profession,and make suggestions to the chief project management engineer when personnel adjustment is necessary.
4 Examine profession-related plans,schemes,applications and alternations submitted by contractors.
5 Inspect and approve profession-related subproject acceptance and concealed work acceptance.
6 Regularly submit reports on profession-related project management to chief project management engineers,promptly inform chief project management engineers important issues and solicit opinions.
7 Write daily records of project management based on the practice of profession-related project management.
8 Collect,summarize and classify profession-related management documents,and participate in writing of monthly reports of project management.
9 Check original certificates,test reports and other quality certificates and documents for materials,equipment and fittings mobilized to the site;implement parallel testing if necessary,and sign the verified documents.
10 Implement profession-related engineering measuring;verify data and original certificates of the engineering measuring.
11 Inspect profession-related project quality,safety,progress,energy conservation and emission reduction,conservation of water and soil and performance of mandatory standards;promptly handle and supervise hidden troubles and timely report if necessary.
5.2.5 Site supervisors shall fulfill the following responsibilities:
1 Carry out key words supervising and management under the guidance of the specialty project management engineers.
2 Participate in sampling witness;inspect contractors in terms of manpower,materials and main equipment invested in the construction project,and the application and operation conditions;make inspection records.
3 Check or obtain directly on-site data of engineering measuring,and sign the original certificate.
4 Design relevant documents and standards;examine and record the technique process and the construction schedule of the contractor;record inspection results of manufacturing process and construction quality.
5 Take on key words supervising;examine special operator certificates;inspect and supervise on-site construction quality,safety,energy conservation and emission reduction,conservation of water and soil;timely discover and solve problems,and report to the specialty project management engineer.
6 Write daily records of project management.
