About the Authors
Peter S. Cole, CPCM, had more than 37 years of experience in the field of acquisition and contracts management. During his military service he spent four years as a contracting officer in the Navy laboratory system; four years teaching basic and advanced procurement at the Army Logistics Management College (ALMC), Fort Lee; and four years at the headquarters staff level working on procurement policy matters.
Following his retirement from the Navy in 1979, Mr. Cole researched and developed textbooks and presented training programs in cost-plus-award fee contracting, competitive negotiation, implementation of OMB Circular A-76, FAR implementation, and contract management for technical personnel (COTR training). He provided consulting services to both government and commercial clients and wrote 20 manuals and handbooks for individual government agencies, including the Departments of Agriculture, Interior, Labor, and Treasury, the Central Intelligence Agency, and the National Institutes of Health. Mr. Cole also wrote 10 books on various aspects of government contracting.
Michael G. Martin, PMP, is an internationally recognized consultant, speaker, trainer, and author with extensive experience in portfolio, program, and project management as well as enterprise risk management. During his career Mr. Martin has been instrumental in helping organizations in both the public and private sectors worldwide achieve excellence in these disciplines.
A certified project management professional, Mr. Martin has authored several books, including Federal Statements of Work: A Practical Guide and Delivering Project Excellence with the Statement of Work, second edition. He is also a contributing author of The 77 Deadly Sins of Project Management and the Field Guide to Project Management, second edition. He is the past President and Chair of the Atlanta PMI® Chapter, former member of the PMP® exam development committee, and Founding Chair of the PMI® Government Specific Interest Group.
Mr. Martin holds an MBA from the University of North Florida and a BS in Civil Engineering from West Virginia Tech. He is a frequent speaker at various companies, professional organizations, and universities.
