CHAPTER 2
The Human Resource
This chapter presents an overview of staffing the organization—creating the right positions, hiring people with the necessary abilities to fill those positions, and taking into consideration the socioeconomic conditions of people seeking employment. The chapter applies the Work Performance Framework (WPF) to staffing activities and reviews selected research findings on the general mental abilities and personality traits that affect staffing the organization. It then discusses specific human resource (HR) staffing programs used to (1) create positions; (2) recruit new workers and increase diversity; (3) promote, deploy, and redeploy existing workers; and (4) reduce staff levels when necessary. Finally, the chapter identifies several key measures for building human capital within an organization and discusses some implications for future staffing activities that warrant further research.
