Abstract
In the past 40 years of reform and opening up,China’s economic development has attracted worldwide attention. But the economic miracle has also paid a huge price behind it——the problem of too extensive development method,wasting the resources and polluting the environment is highlighted,hindering the sustainable development of the economy. At present,China’s economy has shifted from a high-speed growth stage to a high-quality development stage,and is in a critical period of transforming development mode,optimizing economic structure,and transforming growth momentum. The report of the 19th National Congress of the Communist Party of China emphasized that“the concept of green mountains and green mountains must be established and practiced,and the concept of harmony between man and nature should be established to form a green development mode and way of life”. Vigorously developing a green economy marked by low energy consumption,low emissions and low pollution,and accelerating the green transformation of the economic development model is imminent.
As a typical resource-based region,Guizhou Province has long been driven by resources to promote economic growth. However,this kind of economic growth at the expense of environmental damage has not only failed to make Guizhou out of the trap of poverty and backwardness,but has intensified the ecological fragility of Guizhou Province and brought greater difficulties for sustainable development in the future. For a long time,the various per capita and horizontal indicators of Guizhou’s economic and social development are mostly at the bottom of the country. Since the implementation of the strategy for the development of the western region,especially since the introduction of the Document No.2 of the National Development Corporation in 2012,Guizhou’s economic and social development has made great progress,and the relative gap between some indicators and the country has narrowed,but the overall level of development is still about 5-10 years behind the national average. In order to realize the development goal of fully building a well-off society by 2020 and basically achieving socialist modernization by 2035,Guizhou Province must take a green and leap-forward development path and change Guizhou’s poverty as soon as possible.
This report takes Guizhou Province as a typical case to analyze the main characteristics of social and economic development in China’s ecologically fragile areas and the general problems it faces,and establishes an econometric model. It focuses on the internal relationship between new industrialization,new urbanization and green transformation development,as well as the requirements for new industrialization,new urbanization and scientific and technological progress in Guizhou’s green transformation and development. This report points out that industrialization and urbanization have a positive interaction. Also,in order to realize the development goal of building a well-off society in an all-round way by 2020,Guizhou Province must give full play to its own advantages in ecological resources and firmly hold the two bottom lines of“development”and“ecology”,promoting new industrialization and new urbanization at a higher rate,and promoting synergy between the two,and finally provide a strong and lasting impetus for Guizhou’s economic growth. At the same time,providing sufficient human capital and technological innovation support for Guizhou’s economic and social development by strengthening the endogenous independent innovation capability and optimizing the layout of the labor force in the three industries,forming a green transformation development road with strong innovation ability,high technology content,low resource consumption and less environmental pollution. Based on that,we propose policy recommendations to promote green transformation and development in ecologically fragile areas.
