Jin Shubo Supervised Xinjiang Inspection Exercise by NCIO
On August 29, 2016, the National Office for the Implementation of Chemical Weapons Convention(NOI)carried out a exercise on international implementation inspection at CNPC Urumqi Petrochemical in Xinjiang Uygur Autonomous Region, in order to examine the regional capabilities in receiving international inspection, enhancing management on controlled chemicals as well as guarding and defusing safety risks. Jin Shubo, head of the Discipline Inspection Group and member of CPC Party Group of MIIT attended the exercise, announced its start and supervised the event on site. Xiao Chunquan, Director General of the MIIT Department of Production Safety(National CWC Implementation Office, NCIO)delivered remarks; Zhang Wei, Deputy Director General of the Department worked as the moderator; Peng Ji, member of CPC Party Group and Vice Chairman of Xinjiang Uygur Autonomous Region Economic and Information Technology Commission gave a speech; and Liu Chunsheng, Director General of Xinjiang Uygur Autonomous Region Petrochemical Industries Management Office(Office for the Implementation of Chemical Weapons Convention)made a summary. Huang Wenyu, deputy head of the Discipline Inspection Group of MIIT and other responsible people were also present at the exercise.
Mr. Jin spoke highly of theexercise and performances of the participating units. He stated that it was of great significance to organize an international implementation exercise in Xinjiang, which would further raise the implementation awareness of both the governments and companies; facilitate safe development of the petrochemical industry in Xinjiang; bring benefits to people;contribute to the safety and security of the region and the whole nation; and support the development of the“Belt and Road”initiative. Thanks to well preparation and orderly organization by the NCIO, Xinjiang authorities and relevant companies, the event achieved good results. It trained the teams, improved their capabilities, and identified problems. Mr. Jin requested the NCIO and relevant organizations to take President Xi's overall national security outlook as the guidance to thoroughly put into practice major decisions and deployments of the Party Central Committee on production safety, and the various requirements released by the Party Group, so as to better carry out the implementation work, support economic development, political and diplomatic situations, and safeguard national security and stability.
The inspection exercise was strictly carried out in accordance with the on-site inspection process of OPCW. The inspectors used English as their working language and communicated with the Chinese accompanying staff through an interpreter. In the first step, the facility representative made a pre-inspection introduction and answered to the questions put forward by the inspection team. Then the inspection team visited the site, including relevant production facilities, the control room, the analysis room, and the overhaul shop, and checked the annual statements, monthly reports, logs, standing books, and the business license. After the on-site inspection and data checking, the inspection team concluded that: the on-site activities are consistent with declarations and there's no existence of S1 chemicals.
Around 50 representatives from local implementation authorities of Xinjiang and major enterprises observed theexercise on site. They said that they had better understanding of the prohibition of chemical weapons and the responsibility of competent department and enterprise subject consciousness were promoted. They also expressed the willingness to take this exercise as a step-pingstone to do better the foundational work, improve different mechanisms and practically fulfill various implementation tasks.
Xinjiang Office for CWC Implementation attached great importance to this exercise. After receiving the NCIO's notice, it immediately launched the Autonomous Region's Plan on Receiving the Routine Inspection of OPCW, and worked earnestly on various coordination and preparation to guarantee the successful organization of the exercise.
