The Belt and Road Initiative issued by Chinese government has brought new development opportunities to Xiamen city, whose information industry is very mature and full of vitality. Xiamen could take the chance of central government's decision to establish China-ASEAN information harbor, and promote the construction of new smart city as a breakthrough. Xiamen should enhance the vitality and competitiveness of its information industry by constructing China-ASEAN Information Harbor（Xiamen）Industrial Park, building an integrated Maritime Silk Road information system, establishing a database to reflect the informatization levels and investment environments of the countries along the Maritime Silk Road, publishing “Maritime Silk Road Informatization Investment Index”, and upgrading the information system of Xiamen port. Xiamen should build itself into a hub of the China-ASEAN information harbor as well as an important strategic supporting and benchmarking city in the core area of Maritime Silk Road, so as to help the construction of the 21st Century Maritime Silk Road Network Economic Belt.
