ABSTRACT

Jinggangshan old revolutionary area（“the five counties and one city”）is a major component of the Jinggangshan revolutionary base area, which include Jinggangshan City, Yongxin County, Suichuan County, Lianhua County in Jiang xi Province and Yanling County, Chaling County in Hunan Province. Jinggang shan revolutionary base area is a special area, since it combines revolutionary base area, mountainous area and poor area, and it covers an area of 1, 229.8 square kilometers. In 2012, there was a population of 2, 347, 900 and the local GDP was 381.2 billion yuan. The region is underdeveloped due to a variety of reasons such as history and reality comparing to the other areas in the Central China and even all of the country. The underdevelopment of this area shows:backward industrial and agricultural modernization process, low level of informatisation and urbanization, small size the economic aggregate, and is's also represented by the low of the per capita GDP, the per capita disposable in come of urban howse holds, the per capita net income of rural residerots and especially the education level, which are all under the national average and the average line of the provincial-level or the prefecture-level cities, which govern the area.

This paper starts from the discovery of the problems. Through the research of the background and the causes of the problems, it analyzes the factor enclowments, development foundation, regulation, policy environment, contradictions, difficulties, opportunities, potential and so on, and then put forward the ideas and measures to solve the problems. The topic is based on the existing results of the theory and practical exploration in regional and county-economy. In the Introduction, it mainly analyzes and explains the research background and significance, ideas and methods, framework and content, focus, difficulties and inno vation.

In the Chapter I of the thesis, it mainly summarizes and analyzes theories and literatures of the western regional economics and development economics. It analyzes“the five counties and one city's”natural characteristics, industrial structure, cultural characteristics, residents' quality and other characteristics, combining with theoretical guidance. It analyzes the driving, pulling effect on the development of Jinggangshan old revolutionary area that is brought by the rise of central China Strategy and the Plan of Luoxiao mountain area development and poverty alleviation implemented by the central government. Therefore the author pointed out that the key factor of the unbalanced development and under deveolpment of the old area is the lack of institutional arrangement, poor environment of the location, and slow development.

In Chapter II, chapter III, Chapter IV, it mainly embroidered on the practice of the“five counties and one city”county economic development, and focuses on the situation of the economic social development and implementation of the coordinated development in the new century in Hunan Province and Jiangxi Province, as well as in Zhuzhou, Ji'an and Pingxiang, which compared and empirical analyzed with Jinggangshan“five counties and one city”. The development of the county economy of Jinggangshan（“one city five county”）is facing a serious situation that a bad location, segmentation of regional administration, institutional arrangement is not balanced, the coordinated development of the county is poor, the development level is lower than the average level of the whole country, the province and the prefecture city, especially it is hard to promote the new industrialization, structural adjustment and industrial upgrading, and the pressure is heavy that the transformation of development the way, as well as the task of poverty alleviation and development. The development of red and green resources project is lack of capital. The improvement of population quality and ability is mismatching the fact of the development of human resources in old area. All above, these chapters give comprehensive analysis, and in the end it proposed that we should seize the opportunity, make full use of the advantages, promote healthy coordinated and sustainable development of economy of the old area.

Chapter V focuses on the development path of the county economy of the Jinggangshan revolutionary base area, and puts forward that the development path selection should be based on the reality, seeking truth from facts. We should adhere to take the exploit of the red culture to lead the development, so we can make the modern service industry bigger and stronger; By relying on the ecological advantages, we can expand the way of agricultural development; And we can take the new industrialization as the direction to drive and promote the development of county economy; We can take the new urbanization as the engine to promote the development of production integration of the city; We can use the informatization as an opportunity to enhance the economic competitiveness of the county; We can take the regional linkage as a measure to promote the county's economic development and complementary fusion; We can take the green and sustainable development as the guidance to strengthen the protection of the ecological environment.

Chapter VI mainly forms a policy suggestion and reference to solve the problems which can be taken as the innovation, and puts forward that to realize the development of the old area's county economy, accelerate the pace of poverty reduction, achieve the rise of central China, build comparatively well-off society, we must focus on“the three new zone”concept which includes the demonstration zone that focuses on the construction of the green and red industry, and the revitalization and development zone the advantage of which is overall released, and the harmonis beautiful happiness zone that is good for industry, living and travelling. And we should shift the focus of the change in mode of development, adjust the industrial structure to the old area, and the focus of expanding domestic demand, improving the rural income and consumption level of the implementation of policies and measures to deepen the reform of the old design, improving institutional arrangements to the old liberated areas, mountainous and povertystricken areas; we must speed up the development of old revolutionary base areas by promoting the pace of new industrialization, constantly improve the level of ag ricultural modernization and rural urbanization, and increase the strength of the development of red tourism and red culture, strive to build a“red”, “green”and“ancient”industry of mutual support, mutual promotion and coordination and sustainable development of the new pattern; we must sum up new experiences, new modes on the old transformation and development, and constantly create a new mechanism and therefore we can create a new platform that is helpful for the development of county economy in a new way.

According to the research results of the dissertation, in order to propose the construction of the“three new zone”we need to continue to focus on the issues, such as the unity, balance, coordination of policy, the overall, integration and sustainability of development, the social cause of public service equalization in the Conclusion. It emphasizes that the development of Green Industry and Red Industry not only needs to be suitable to every county's unique condition, but possesses regional characteristics and growth; the advantage of undeveloping has to“development strengths five counties and one city”, the traditional features of more specific, advantage industry better. The conclusion of the study explicitly puts forward the“three new zones”must always adhere to promote the well-being of people as the starting point and the end-result of the old revolutionary area.

The dissertation sums up the way of developing the county economy, the history and the realistic value of re-energizing the old areas, the important role and significance on the basis of analyzing the possibility and feasibility of changing the old areas into a new area. Taking it for granted that it will be the best way to respect history, to remember the history, to return to the people in the old area if we can construct the Jinggangshan Mountains. It is no doubt that the harmonious development of the old areas brings hope to humanity. The construction of the New Areas is beneficial to the implementation strategy of the Central China and the realization of the well-off society. Its significance lies in delivering on the promises of the Chinese Communist Party that keep the balance between the rich area and the poor area, fulfilling the aim of the party, serving for the public, consolidating the foundation of the party, speeding up the socialist economic, po litical, cultural, social, ecological construction pace, so that the people in the old revolutionary base areas, mountains, poverty -stricken areas to share the happiness and joy of the Chinese Dream.
